Unable to Update Safari 11.0.3 Bookmarks

I recently updated to Safari 11.0.3. I am using macOS 10.12.6 on a Late 2012 Mac Mini with 16 GB (will be updating the OS soon after resolving application incompatibility issues, but it is possible that the underlying OS has something to do with the error). I attempted to add a new bookmark and received the following error message:

You can't change bookmarks now.

You can't change your bookmarks right now because they are being synchronized. Wait a few minutes, and the then try again.

After a number of minutes, the error continued to exist.

Tidbits of information and things I tried to resolve the issue:

  • I restarted Safari
  • I shutdown the computer and did a cold reboot
  • I cleared the Safari history
  • I restarted Safari with the Shift key depressed
  • I attempted to Quit and Force Quit the SafariBookmarksSyncAgent. It doesn't die (I was not logged into an administrator account at the time). The process was using less than 1% CPU at the time
  • A day or two ago, my computer fan started spinning up pretty high, so I checked Activity Monitor. The SafariBookmarksSyncAgent was using about 70% CPU at that point and didn't seem to want to back down. I restarted my computer (warm reboot), and the CPU usage for SafariBookmarksSyncAgent dropped back to "normal"
  • I added two bookmarks via my iPad. They synced to my iPhone almost immediately, but after five minutes or so and a restart of (macOS) Safari, they had not synced to the Mac.
  • There is another similar open comment at https://discussions.apple.com/thread/8143422?start=0&tstart=0

Any ideas? This seems like a SafariBookmarksSyncAgent problem.

Try booting into the Safe Mode to see if you can add a Bookmark. Test, then restart normally.

Safe Mode - About El Capitan
also Sierra

Safe Mode Startup – El Capitan. also Sierra

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. On the screen with Options, please open Options and check the bottom 2 boxes before running. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown.

I rebooted in Safe Mode, and the problem is still occurring.

I don't load many apps on my Mac, and it's rare that I load any sort of extension, driver, or similar software (I've got a few, like the FTDI driver to talk to a BeagleBone Black). It's extremely rare that I have any sort of software conflicts on my machine (I'm hard pressed to remember any since I loaded OS X beta on my G3 back in 2000 or so).

There seem to be some other syncing problems showing up on the forum, so I'm guessing this might be an Apple problem. Unless someone has any other ideas, I might just have to wait until I upgrade the OS soon, and see what happens then. I might try Time Machine to downgrade and do a reinstall of Safari...

Thanks.
