Apple Music Radio Stations not working (Windows PC)

Hello. I've never gotten a radio station to play on my PC (Windows 7 Enterprise). I've had no problems with my Mac or with iPad/iPhone. In iTunes (version 12.7.3.46), I click a radio station (doesn't matter if it's an Apple "featured" station or one of the many stations that I have created), the Apple logo at the top+center of the screen disappears, the name of the station appears, and a full-width, blue progress bar appears, then suddenly I'm back to just the Apple logo. All as if nothing happened. This whole routine takes like .3 seconds.

I've tried opening iTunes, going to Account, then Authorizations, then "Authorize This Computer..." I've authorized this PC like three times. I uninstalled and then reinstalled iTunes.

Anybody else have this issue? Any help would be much appreciated! Thanks.
