Cancel the purchase

Unless the purchase is a recurring subscription, in-app purchases cannot be cancelled. They are one time events.

Not sure what that has to do with anything.

Purchases are one time events. You cannot cancel a purchase. You can request a refund for it after its been purchased.

Cancelling is usually applied to recurring subscription payments. You can cancel those by following the steps in the link I provided above.

Also, Google Play (the app store on Android) clearly states that it does not generally offer refunds.

Google does not give refunds for most Google Play purchases.
