I cant change my app store region. it keep saying i have balance left in the account

I have try even on device and on website. I cant find the way to change the region to Thailand. Om my device in said " You have a store credit balance, you must spend your balance before you can change store "

Please help me figure out how to change the region from US to Thailand.
