'This device cannot start. (Code 10)' for 'Intel(R) 7 Series/C216 Chipset Family SATA AHCI Controller - 1E03'

I have installed Windows 8.1 Pro to an external USB drive, using the WinToUSB tool. This all appears to be working. However, I am seeing a warning next to the 'Intel(R) 7 Series/C216 Chipset Family SATA AHCI Controller - 1E03':

This is on a Mac Mini (Late 2012) and High Sierra.

Any ideas how to fix this issue?

Bootcamp drivers expect this drive to be internal, but in an external enclosure it is seen as a USB drive. Your enclosure may not have the same chipset either. Unfortunately, this is the side effect of a WindowsToGo installation.
