How do I add a password to icloud files folder on my phone?

One cannot (as of yet) password protect their iCloud Drive folders.

You can password protect your Notes though and I believe Pages documents being shared if I'm not mistaken.

You already have one. It is your Apple ID password you use to sign in to iCloud. That protects your folders.

iPhones are not designed to be used by multiple users.
