While some older links in a search engine may suggest to try this and that,

they're out of date and later iOS Devices which require AppleID to function

cannot use those numbers to be accessed that way.


Avoid something that sounds too good to be true, if a 'great deal' appears

as though a dream come true. Those can become nightmares. The best

you could do would be to see if the actual iPhone or cellular iPad has no

activation lock. Without buying a brick -- that may have been stolen, too.

They have to erase their information and Apple ID correctly. And ready their

phone for another new owner, as stated in above article.~ As that's how you

are able to legally take ownership & start set-up with your own Apple ID.

There is no international blacklist for IMEI, so checking one is not going to do you any good, like ckuan has indicated. That is only one thing to check for a used iPhone. The phone could have a clear IMEI and be Activation Locked, and there is nothing at all you can do about that if you cannot contact the original owner. I agree with ckuan, purchase from a reliable source, that will guarantee the device will work and be activated.
