i recevied an email saying someone logged into my account from a different country. is this spam or from Apple?

Rest your finger very lightly on the "Login to Apple ID" button. It should bring up a window with the URL at the top. If the URL isn't: https://appleid.apple.com/, then it is a Phishing attempt:

Identify and report phishing communications - Apple Support

If you wish to report it to Apple, follow the instructions in the article. Delete the email and empty the trash once you are done.

Apple will always address you by your name or the name they have on file for you and the e-mail will be from @apple.com.

Avoid phishing emails, fake ‘virus‘ alerts, phony support calls, and other scams

Identifying legitimate emails from the iTunes Store

Send the e-mail to Apple as an attachment to a new e-mail before deleting it.

Changing browsers is enough to set off red flags sometimes, otherwise, it will likely happen if you forget to turn off the vpn.
