How can I remove an iCloud account?

You will need to work with the other person. She can get help from Apple with the forgotten password: If you forgot your Apple ID password - Apple Support

Then she can use the following instructions: Turn off Find My iPhone Activation Lock - Apple Support

There is no way to bypass activation lock without the password.
