It is probably in the notifications settings. There you can activate whether an app can use sounds for a notification (as Whatsapp uses notifications for ringtones).
However, it might also be a setting in the Whatsapp.
So you would have to check both.
I don't have this issue, therefore its not a bug.
I don't think it's a separate setting. It's on or off. But I do know this. It's not a bug, because I don't have that issue.
