You cannot just get a new passcode. There is no way to bypass the passcode.

Your options are to either try to remember the passcode or to erase the phone and start over. Here's how to erase it and start over: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

Sorry, but where is this screen displaying? Are you trying to unlock the Lock screen on your device?

Or, when you state you are trying to "reset your settings", do you mean that when you select that option under Settings>General>Reset, that you are getting a request to input your passcode?

Update: From your most recent post, it appears that it is asking for this when you select the Reset All Settings option? If so, then it would be the Lock Screen passcode, and if you don't remember that, then you would need to click on the link that Chris provided above.
