You cannot just get a new passcode. There is no way to bypass the passcode.

Sounds like you have Restrictions turned on, and that is what it is asking for. If that is the case, you are going to have to restore the phone anyway to remove that. Sorry, but where is this screen displaying? Are you trying to unlock the Lock screen on your device?
Or, when you state you are trying to "reset your settings", do you mean that when you select that option under Settings>General>Reset, that you are getting a request to input your passcode?
Update: From your most recent post, it appears that it is asking for this when you select the Reset All Settings option? If so, then it would be the Lock Screen passcode, and if you don't remember that, then you would need to click on the link that Chris provided above.
