I’ve downloaded Crestron for iPad. It is free but has in-app purchase (upgrade). I am unable to upgrade app with error message:”Your Purchase Could Not be Completed, contact itunes support www.apple.com/support/itunes/ww/“
I am in Serbia with Croatian Store (there is no store for Serbia).
I tried to contact support but there were no response.
What should I do?

That's probably why you are getting the message to contact iTunes Support, you have to be in a country to use its store, if there isn't a country in your own country you can't download iTunes content, you are violating the store's terms (terms that you agreed to abide by)

No it isn't, no country is 'responsible' for another country, there is no such thing. There is no iTunes Store in Serbia, that means that whist you are there (and until if/when) Apple open an iTunes Store there you cannot download iTunes content.
Nice lady from apple support just removed some security issue from my account and Now everything is OK. So you were wrong about that. Thank You anyway and Best Regards.
It is likely to be the issue, you are violating the store's terms by trying to use a country's store when not in that country, Apple can (and do) permanently disable accounts for doing that
Yes, but my friend baught same thing for iphone few days before with same conditions as mine (in Serbia with Croatian store) I also downloaded so many purchases with my other apple ID with no problems. So I think this is not the issue.
Yes for countries that have it’s own stores, but in this case, Croatian store is responsible for Serbia
I was not wrong, you are, your account should get permanently disabled due to you violating the store's terms
