My contacts are not syncing between iCloud and my iPhone but are with my iPad. This first started happening on my iphone 7 and is currently happening on the X I upgraded to. Is anyone else having this issue?

You could try turning off Contacts under Settings/“your name”/iCloud, agree if it asks do you want to remove info from your device, then open Contacts to see if it’s actually blank. If so, wait a minute or two then turn back on iCloud Contacts again, give it a minute and open Contacts and see if it’s been repopulated.
Then test by adding a contact on iPhone and see if it appears on iPad and in the Cloud, then do the reverse.
