Why, on the IPhone X, dictation is not working?

I don’t have any other problems with the microphone.

Assuming you're using Dictation correctly ...

Use Dictation on your iPhone, iPad, or iPod touch - Apple Support

Check Settings > General > Language & Region and be certain everything is set correctly there.
