I migrated from a PC using the migration assistant. It took an hour to send the photos from the PC and when all of the data was sent the program ended normally.
When I opened Photos the first time the only photos were from my iPhone for the past two days.
Where are my pictures & videos?
the only user is the same as my PC user and it's an administrator.
Can I copy the pictures to a thumm drive and import them?

Did you run the Windows Migration Assistant, as described here: Move your data from a Windows PC to your Mac - Apple Support. ?
Then your photos will be in your home folder.
The document says:
Photos and other images copy to your Home folder. You can add these files to Photos. After you migrate, open Photos and let it search your Mac for photos to import.
I never tested, if Photos really can find photos in the home folder automatically.
But open your Home folder, the folder with the house icon in the Finder sidebar. Are your photos there?

You need to explain as there is no Photos for PC (it is only a Mac program) - so there is no way to migrate a Photos library from a PC - what do you have (computer and software versions) and what exactly did you do? What OS was the PC using?

Then you need to import your photos to Photos from where ever the migration put them - I have never used Windows and never migrated anything from Windows - it sounds like they should be in your home folder - select them there and drag to the Photos icon in the Dock to import to Photos

No home folder displayed. Only Air Drop, Recents, iCloud drive, Applications. Desktop, Documents, Downloads.
I followed the directions carefully.
I opemed Photos on my iMac. I migrated my photographs from my PC using the migration assistant. The program reported that all selected photos were migrated, 1 hour to complete that selection.
When I opened Photos on my iMac there were no migrated photos to be found.

It may make sense to take a couple of classes at the local Apple Store - it is very different from a PC

You're missing that I never said that I opened photos on my PC, been a win user for 20 years know what's there for photo editing.
1. I migrated PC to new iMAC 27" with the latest software. Updated when requested. 256GB SSD
2. On the MAC I opened photos and there were only the latest from my iPhone.
3. The photo migration took almost 1.5 hours, and the program ended normally.
4. All of my documents were migrated so the program worked.
probably you need to make the home folder visible in your sidebar.
While you are viewing a Finder window, go to the menu "Finder > Preferences". In the Preferences panel click the sidebar tab and enable all folders, that you want to see in the sidebar.
