Here is a support article that should help: If iTunes doesn't recognize your iPhone, iPad, or iPod - Apple Support

I'm also having this problem.

I have 3 other iphones in the family, and iTunes connects just fine to them. Just bought a 7 plus from Offerup from a guy that thought it was icloud locked, but an imei check on several sites says this is wrong. However, it IS password locked, just as what happens if you forget your password and get locked out of it. I try to do the full reset on the phone using iTunes, and get to the part where the phone tells you to plug it in and itunes throws this code. Windows explorer recognizes it as an iphone, etc. I'm stumped on what to do.

Want to restore it to factory new.

Port is clean.

I've tried other genuine Apple cords.

Different computers.

Uninstalled then reinstalled iTunes, drivers on both computers.

Nothing works.

Paperweight?

Or could it just be a bad port?

Yeah I've gone through all the troubleshooting articles but nothing helps.

The point to remember here is that everything works just fine with the other 3 phones, so it seems that the whole connecting to iTunes thing works, just NOT for this phone. So it seems that the only thing left would be a connection issue, and I've checked the cords and cleaned the port of fluff, etc.

So it seems like the port is bad?

What else could it be?

IMEI checks on every site I can find, including Apple's, shows it to NOT be iCloud locked, nor is FMI on. However, it IS password locked and so I'm unable to get into it.

Using a HP Pavillion, Windows 7 Ultimate, 64 bit. And remember that it works just fine for the other phones.

Latest version of iTunes. Remember that I uninstalled then reinstalled it and all the drivers.

Version of iOS on the phone is unknown cuz I cant get past the password lock to check it.

Thanks for any help anyone can give, but it sounds like I'll be paying a visit to the Apple store?

I would say that if the device is locked with a passcode, then it has not been correctly prepared for sale. If there is a passcode, I would also bet that it is Activation Locked. Even if you were to get iTunes to recognize the device, your probably will not be able to restore it, since you would not be able to log out of the original owner's iCloud account. The link that Gail provided would give you all the troubleshooting steps if you cannot get iTunes to recognize your device. You should also temporarily disable anti-virus software with a Windows computer if you are still experiencing issues with iTunes recognizing the device.

Also, if the device is Activation Locked, Apple will not assist you if you are not the original purchaser. Apple does not provide Activation checks any longer, so I'm not sure where you are checking this, and web sites that claim to determine if phones are Blacklisted by IMEI are a guess at best. They do not have access to the information, and Blacklisting is not consistent across the board, carriers differ, and they don't consolidate lists in other countries either. I would not depend on a website for IMEI checking.

Yes it certainly wasn't correctly prepared for sale. He couldn't remember his password cuz he had upgraded and couldn't remember it, then got locked out, then couldn't connect to iTunes to reset it.

I resell phones as a side business and have never had a problem with the IMEI checker services found online. Have never had a phone come back cuz it is activation blocked when it says it's clear. If you have a better method, I'm all ears.
