Facetime will work over wi-fi. It wasn't clear from your post where you bought the phone (some phones cannot Facetime) or how over what kind of connection you wished to do this.

I guess I should explain myself. I’m traveling to Burma from the USA and I was wondering if I use the WiFi at the hotel if I can FaceTime someone who is in the USA?
