iPhone ask for connecting to iTunes

My friend’s iPhone 8 plus says on screen that it’s turned off and asks for connecting to iTunes after his sister was trying to unlock both with numbers and touch ID. I cannot do anything with it. At first it gave time for unlocking 15 minutes then 30 minutes then 1 hour. All that time they were trying to unlock with the passcode. And after waiting an hour and trying to unlock with passcode it asked for iTunes connection. PLEASE HELP!!!
