How can I arrange my files the way I want to on a page?

I just want to place my files in a folder the way I want to, not by Apples choices.

When I choose "none" the files do not stay where I put them?!?

Open the folder in question, then from the Finder menubar click on View then click on Show View Options.

Now make sure Arrange By and Sort By are both set to None, this way you should now be able to arrange the files in the folder without them reorganising themselves.
