1. Restart your Mac.
Launch Safari holding the shift key down.
2. Contact Intercom if you are Intercom.co developer.
I have the same problem, every time I open Safari this warning appears. I have no account in intercom. Once i dismiss the warning everythimg seems to work fine.
Try Safari/History/Show all history to see if you can find the related web site.
Safari/Preferences/Advanced - enable the Develop menu, then go there and Empty Caches. Quit/reopen Safari and test.

Thanks, the "offending" extension, in my case, was padlet mini.
