iPad gps way off

I have a iPad model A1823 with cell service. I use it for navigation for a vessel with Navionics and iNavX. The GPS has been reading 8-10 miles off if the cell signal is weak. Sometimes it never registers motion I am moving. This is not limited to these apps. It also does it on Apple and google maps. I have tried disabling cell service to rely soley on GPS, hard resetting iPad on home screen and within apps. I have a iphone with same apps that does not have a issue at the exact same time I am experiencing this issue.
