I sent my sister an indian text message and now her messaging app isn't working

Not so, the release notes state specifically that it's to resolve this issue.

However if she's up to date and the issue is not resolved, then she'll need to restore her iPhone.
What you and your sister may have heard about is that one (and only one) specific Telugu Indian character can crash an app in iOS when received. That problem has been fixed in the latest iOS 11.2.6 update. Do you correspond in Telegu with your sister? If so then make sure all of you and your sister’s Apple devices have the latest updates.
What exactly was in that text message and why was it sent? Be specific now? Has your sister kept her iPhone updated?
She needs to update to iOS 11.2.6
She is its the update that has those problems when u try to send them a message like in indian or something.
