The combo of all modifier keys + dot or comma doesn't get recognized

The keycombo command+shift+option+control+dot/comma doesn't get recognized.

Other keys with that set of modifier keys work. e.g. command+shift+option+control+k

Is this a bug? Or does this problem happen only in my environment?
