App Store bug

I didn’t can download anything’s apps.

As soon as I download any app I receive a payment message but I didn’t buy nothing

Why can't I download some apps while others download fine. I have an iPhone SE. I can't download some apps (even free ones) because I get a red exclamation point with "Payment not completed" when I try to download the Chirp audiobook app or the Jeopardy app. Other apps like "Candy Crush Saga" download immediately. I have checked my apple id and my information as well as payment method are up to date. I also have a balance in my apple account.

There is no App Store bug,

normally you need to have a payment method (credit card) to use the App Store.

Maybe it's a scam, because Apple do not send bill using text messages.
