itunes won’t let me download a ringtone I already have purchased.

Dear Apple, I am attempting to download a ringtone from iTunes Store. When I click on it and it pops up saying, “you’ve already purchased this, would you like to download this for free?” I click yes and it goes back to the original screen with the price beside it. Please fix this.

iPhone 6s, iOS 11.2.6, I have IOS 3 Beta Version.
