why isn’t the app store letting me download apps?

everytime i try and download a new app it doesn’t let me , or it says to enter my password and use my finger print and then it doesn’t even download it. it just keeps asking me for my password and fingerprint. i’ve tried logging out and back in and it doesn’t work.
