I had a reissue of a debit card that had the same number but different exp. date. I removed the old card from wallet and now the new card is not being accepted. The app says it is invalid by the issuer. I called them twice and they said it is a good account.
How do I enter a card that I removed? Nothing seems to work. Restarts. Retry's. iCloud inquiries. It rejects every time now.

I spent about 4 hours with my bank card issuer. I called 13 times. I talked with 16 people there. Finally I must have beat them into submission to fix their problem. What was wrong was - 1) My card was stuck and couldn't be activated. 2) the device code was referring back to the first card that kept the new on from being accepted into apple wallet. It was very difficult for anyone in the bank support group to see the problem and very hard for them to even admit it was their problem. Here's how a level 10 explained it. ******
