As well as resetting its password have you also done : What to do after you change your Apple ID or password - Apple Support ? If you have and if it hasn't fixed it, contact Support and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww or https://www.apple.com/emea/support/itunes/contact.html

Hello I just get this new cellphone and I create my account but I’m trying to download new apps and I can’t because it always says that my account was locked because of security reasons and I have to reset again my password, the I do that and it happens all over again
