What country are you in, and what country do you have as the country on the account ? Error 1009 normally means that you are in an unsupported country, in which case only Apple can potentially fix it by supporting the country and opening an iTunes Store there.

As noted, this error indicates you are attempting to purchase or download content from a store serving a country other than your own. This is most often seen in countries where Apple does not do business and there is no store serving that country.

You can not legally purchase or download content from a store serving a country other than yours. If there is no store in your country, you can not legally download content at all.
