preview (app) text edit etc not there

Hello,

I am looking to do a quick edit with preview but I realize my app does not have the text box edit features it should; I never noticed this so it may very well have always been like this, but everywhere it says there whould be a text tool, while my app does not have it (tried customize toolbar and it's not there either). I looked for a preview update but it does not exist, and I just updated everything with Sierra 10.13.3 so it's not that either.

Anyone knows why this is and how I can fix it?
