I recently deleted 18,000 photos from my phone, not realizing that they would be deleted from iCloud as well. I need to restore them, not on my phone, but to the iCloud library. What's the best way to restore all 18K as quickly as possible?

If the phone is syncing iCloud Photo Library, if you recover the photos, they will sync to the phone unless you turn syncing off.
Check the Photos app and at iCloud.com/Photos for a Recently Deleted album.
You are welcome. Unfortunately, you have limited options. You can hold down the command key while click to select more than one at a time. You can also select a moment, then click the share button, then cancel the share, and the photos should remain selected.
Thanks, yes I turned syncing off. I need to get the photos restored from the Recently Deleted album, but there are 18K and I don't want to have to click on them one at a time.
