In-app purchases in Sims Freeplay

I have been trying to buy Lifestyle Points in Sims Freeplay but it is always unsuccessful and i do not understand why. Someone please help! It always asks my AppleID password and then it says "payment could not go through"

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store
