It's impossible to re-set it without the credentials for the account used to lock it. Don't waste your money.

By rights, the pawn shop should probably contact the police and turn it over to them. Actually, they shouldn't have purchased it at all.

You need the previous owners Apple ID and password, without it you can't do a thing. Return it if you can.

Return it to the shop. It's probably completely useless to you. The shop shouldn't have taken it in the first place and it might be stolen.

If you're not able to contact the person who set the lock, it's impossible.

If you are able to contact the person who set the lock, it depends on how difficult it is to get them to remove it.

In the event that person is dead, take it, its purchase receipt, and that person's death certificate to a physical Apple Store.

If they’re being open about it, then presumably it’s being sold for parts only. As an iPad, it’s useless to anyone without the Appleid password.
