why is iCloud trying to upload all of my photos again?

I have just been into my iPhone photos and it is trying to upload my entire photo library, even though they are already on the iCloud. Is there a way to stop this?
We can't see you or your phone, but it sounds like your Photos library lost sync with the cloud copy of your iCloud Photo Library and is being re-synced. If that is happening, you should let it complete the process.
