Songs not adding to library

When I press the plus button next to a song from the search or browsing, it gives the check-mark pop up saying it added to library. Next, the iCloud download button replaces the plus, and if I press that, a circle starts spinning forever and never downloads the song. When I check my library, the song is not in recently added or in the rest of the library. When I restart the app, the song has a plus next to it again. I cannot add songs to my playlists. I can add songs to my library on my Mac, but they do not appear on my iPhone. They are connected by iCloud Music Library.
