Is Apple working on a way for ppl to have separate payments besides gift card?
The cardholder should also be able to restrict adult member’s purchases. When the purchase is denied give that adult an opportunity to pay with their own method
Is this something that Apple is working on? I noticed lots of other ppl unhappy about this

This already exists.
Have the adult keep a positive iTunes Gift Card balance on their account. It will be charged before the organizer's payment method is.
Ask to buy was designed to help parents monitor their family member's purchase choices, not just as a payment method. It is not a "payment denied" mechanism as you think it is.
