Bank says my card is verified but my phone is still asking for verification

Basically had apple pay for ages on my iPhone 6, then upgraded to the iPhone X in November and when adding apple pay to the phone, i have to call up Halifax to verify, and every time they say it's verified on their end, but on my phone it is still asking for verification! I have had countless phone calls with both Apple and Halifax to the point when it's just something i can't be bothered with, but i really need Apple Pay! Both sides are saying its the others fault for it not working and i'm stuck on what to do!
