Apply pay

Okay so I have never had problems with Apple, but I have tried to setup my Apple Pay multiple times and it will not. I go to verify by calling the number and it won’t verify! One time I got it to verify and it verified my old card that I cancelled and would t verify my new one! I call my bank to have them try to verify and they don’t know what I’m talking about! I’m started to get frustrated. Will someone please explain all this to me.
