Wireless comunication peer to peer

An iPhone has a few ways of communicating with other devices wirelessly:

Cellular Network
WiFi (inc Peer-to-Peer)
Bluetooth
NFC (not useful here)

Is there any way to use Cellular Network without provider (Ex: at&t )to make peer to peer connection between devices ?(without public internet connection) same as multipeer connectivity but with Cellular Network.

iPad Wifi in a cellular environment. I had understood I could use my iPad out in the wilds if I had my iPhone along. My experiments have proven bunk. I’m understanding now that the only way to use both devices away from home is to hook both up to any available Wi-Fi network. This means if I want to use my iPad outside my house I must find a Wi-Fi carrier. Or, of course, go for a digital & cellular iPad. Bummer.

Can I force iPhone 13 Pro Max to use data over cellular while connected to a non-internet connected Wi-Fi signal? I have a tennis ball machine that creates a Wi-Fi signal to be used as a remote with my iPhone. It works great. The problem is that the Wi-Fi is local and has not connection to data over the internet. This presents a problem with listening to music or any data driven app. Since I am not actually connected to the internet with my (strong) Wi-Fi signal, I cannot stream music. On one or two occasions my iPhone figured this out and ask to use cellular data. I agreed and both functions worked perfectly together. The problem is that the other 20 or so times the phone did not ask and I cannot fine a way to force this dual use of cellular data with a strong data less Wi-Fi signal. Any suggestions?

No. If you don't have a provider, the only thing your phone will connect to the cellular network for is calling 911.
