i have a old iphone 4 that belonged to a 12 year old girl who doesnt remember her id or password is there any way to get it unlocked

I have a iphone 4s that has not been used in a couple years . the phone belonged to a 10 year old little girl that cannot remember her apple id nor her password . i got the phone threw her dad its in really good shape i never had a iphone before . I would really like to try this phone can anyone help me get it operational again???

It depends upon the kind of lock:


If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - https://support.apple.com/HT204306


iCloud: Activation Lock - http://support.apple.com/kb/PH13695 - This is a security feature so only legitimate (i.e., not stolen) redistribution of devices is possible.


Turn off Find My iPhone Activation Lock - https://support.apple.com/HT201441 - If an activation lock was put on a device, only the owner of the account that applied the lock can remove it. Get them to remove it or return the item for a refund. If they cannot remember the information they can either try to recover it by going to iforgot.apple.com or by taking the device and the original receipt to an Apple Store.
