(need help) have payment of purchases pending and can't add card to pay ("too many cards used").
Will just have to wait some 30 days till i'm permitted to add a new card?
Does Apple penalize pending payments or something?

I don't know how long you can have pending payments or what any non-payment penalties might be.
I would expect that iTunes Support can be a lot more help than I can.
