The iPhone for once the Sim card is removed can it still dial 911 or make an emergency call

I have remove my Sim card from the iPhone 4 and would like to let my child play with that but I worry that they may be able to call 911 or is it completely disabled

Remove my mums phone from my phone Dear all, I gifted one of the iphones to my mum - under name Regina. She is now getting same phone calls as me... and her sim was locked earlier today. She is unable to received calls in her country but she can see my phone calls and all the activites as well. How do I stop her phone connected to mine? Thanks, I.
