If my card declines a purchase why does the App Store approve it as pending

I have a prepaid debit card set for my Apple account. I do not keep more on the card then I need for purchases I intend to make. Why is the App Store leading in app purchases go through as pending when I have no money on the card? Is anybody else having this issue with pending purchases?

Payment method declined due to pending app Today for the first time after years i have experienced my payment method being declined and as a result i am unable to update or download free apps. From what i understand this is happening because of a pending in app purchase. My question is, will the pending purchase be automatically paid after funds are added to the card that was used at time of purchase even though the payment method was declined? Also, is said card not ''valid'' simply because there are no funds to pay off the pending purchase? Thanks in advance for your insight on the matter.

Can’t add debit card I can’t add my debit card I have purchases which are pending and to pay them I need to fill billing information but it’s getting declined and I have more cash in it then the purchases which are pending please help thank you [Edited by Moderator]
