Cannot activate

Hi im updating to IOS7 and during the activation process, after i enter my WIFI information it states "it may take a few minutes to activate your phone," then after a minute or so i get a message stating Your iphone could not be activated because the activation server cannot be reached. Try connecting you riphone to itunes to activate it, or try again in a couple of minutes." Problem is, in itunes (11.1) i get a message stating it could not connect because the network connection was reset. my wifi connection is fine. i turned off the wifi and back on. i can access the itunes store, but i keep getting that message... HELP PLEASE!
