Target Disk Mode does not work

Target Disk Mode does not work. Apple says:

How to use target disk mode to move files between two Mac computers

To connect a USB-C port to a standard USB (USB-A) port, use a USB-A to USB-C cable that supports USB 3.0 or USB 3.1, such as the Belkin USB-A to USB-C Cable (USB 3.1).

Apple also says:

Belkin USB-A to USB-C Cable (USB 3.1)

Transfer data from your MacBook Pro, MacBook Air, or other USB-A host to a USB-C–enabled hard drive or device, or to a MacBook with USB-C port in target disk mode.

I have activated Target Disk Mode on MacBook Pro (13.3-inch/2.5 GHz/16 GB RAM/128 GB SSD; two Thunderbolt 3 ports (40 Gbps); June 2017) and tried to connect to MacBook Air (13-inch/2.13 GHz/2 GB RAM/128 GB SSD; one USB 2.0 port (480 MBit/s); June 2009) with such Belkin USB-A to USB-C Cable (USB 3.1; 10 Gbps) to no avail. The former disk (MacBook Pro) does not show on the latter (MacBook Air) Desktop. On the other hand, Target Disk Mode does not show as an option in the MacBook Air "Apple - System Preferences - Startup Disk". Booting while pressing T does not activate Target Disk Mode in such MacBook Air.

Should it work? Thanks.

What do you mean by "reversed". The MacBook Air has a single USB 2.0 port. The MacBook Pro has two Thunderbolt 3 ports. Besides, Apple says:

Using USB-C and Thunderbolt 3 (USB-C) ports and adapters on your Mac notebook

Transfer data to and from MacBook with USB-C port

USB 3.0 or USB 3.1 USB-A to USB-C Cable: Use this cable to manually transfer data from any Mac with USB-A port(s) to your MacBook with USB-C port. This cable cannot be used to migrate data using the Setup Assistant or Migration Assistant application.

Yet, as said above, it does NOT work with MacBook Air with USB 2.0 port.
