I am unable to reset your security questions via web or calling Apple Support because I do not remember answers to my security questions and have lost the iPod associated with the account. What are my options besides creating a new ID. It’s unfortunate that Apple is not with the times given it’s supposed to be a high tech company. Thanks.

Why can't you contact Support ?

If you can't reset them : If you forgot the answers to your Apple ID security questions

, and if you want them resetting, contact Support in the country where you are (and which is therefore the country on your account) and see if they can reset them for you : Contact Apple for help with Apple ID account security

If Apple ID Support is not willing to help, there isn't much you can do. You might try calling them back and politely asking to speak to level 2 support. They generally have more leeway than those who initially answer the phone.

Thanks. I contacted Support and they asked me the same questions as online even though I told them that I forgot the answers. They asked me to call again if I remember the answer. That is poor customer service. I am buying an Android next time.
