Disable dock/menu bar in fullscreen app in High Sierra?

When using an app in full screen mode, whenever I mouse to the top (menu bar) or side (where I have the dock) the dock/menu bar always pops up. This is extremely annoying while playing a game full screen, particularly in fps games where I do not necessarily have a cursor indicator. For example, whenever I look to the left, the dock pops up, and if I happen to click then I will get pulled out of the game and into whatever I happened to click on in the dock.

I like the functionality of the dock/menu bar in general, but while playing a fullscreen game this behavior is infuriating. Is there any way of disabling the dock/menu bar popup while in a fullscreen app? I'm running OS X 10.13.3
