I received a message saying file could not be opened because it had migrated and to open MyPhoto to find photos. Can I delete the migrated library of IPhotos once file has migrated?

yes but it is best not to for a while, I suggest at least three months just in case - and keeping it uses very little space due to the hard links used in both libraries - Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support
