When should you Reset the statistics on an iPhone

ive read 2 reviews saying when billing cycle is due ? My purpose of question is: does it help with performance or just monitoring data

Resetting the statistics will have no effect on performance at all. The only time I've bothered to re-set mine is when I had a particular need to see what was consuming data over a period of time.
